Decreto de Convocatoria de la Asamblea Diocesana y aprobación del reglamento

Publicado el Decreto de anuncio y disposición de la Asamblea Diocesana y aprobado el Reglamento General de la misma, con fecha de 8 de septiembre de 2019 (BOA de Burgos 2019, 667-673), el proceso ha seguido su curso con la realización de las dos primeras etapas, preparatoria y de discernimiento.

Habiendo llegado a la etapa final, tal como se prevé en el apartado 2.3.2 del Reglamento General, es necesario la elaboración de un nuevo reglamento.

El papa Francisco, en la Carta Apostólica en forma de Motu Proprio «Traditionis Custodes» sobre el uso de la Liturgia Romana antes de la reforma de 1970, publicada 16 de julio de 2021, recuerda que los obispos son “custodios de la tradición”, y que «al obispo diocesano, como moderador, promotor y custodio de toda la vida litúrgica en la Iglesia particular que le ha sido confiada le corresponde la regulación de las celebraciones litúrgicas en su propia diócesis. Por tanto, es de su exclusiva competencia autorizar el uso del Missale Romanum de 1962 en la diócesis, siguiendo las orientaciones de la Sede Apostólica» (art. 2).

Your Eminence,

Thank you for your letter of 28 July 2021 and for referring your queries regarding Traditionis custodes to the Congregation. The Congregation itself is attentively studying the implications of the Motu Proprio at present and has not, as yet, issued any guidelines. However, in order to be of assistance to Your Eminence I am happy to make an initial response and share with you our present understanding regarding the matters you raise. This response, therefore, is of a personal nature.

It is clear that the principal commentary on the new law governing the granting of the use of antecedents liturgical texts, by way of exceptional concession, and not by way of promotion, is the accompanying letter from Pope Francis to the Bishops. It is also evident that these exceptional concessions should only be granted to those who accept the validity and legitimacy of the liturgical reform of the Second Vatican Council and the Magisterium of the Supreme Pontiffs. All that is in the new law is oriented to the return and stabilisation of the liturgy as decreed by the Second Vatican Council.
